It was "back to school" day for Jennifer, who returned to U.C. Davis School of Law to participate in "The Clean Water Act At 50."

The unavailability of another speaker meant that Jennifer offered her balanced perspective of Clean Water Act citizen suit enforcement, incorporating elements of concern and trends for both the regulated community and environmental non-profits. This included a discussion about the recent U.S. Supreme Court decision in County of Maui, concerning the "functional equivalent" of direct discharges to waters of the United States, and the Ninth Circuit's opinion in Inland Empire Waterkeeper v. Corona Clay, which affirmed that permit holders can be held liable for monitoring and reporting violations.
